Regulations on the supervision and administration of civil nuclear safety equipment

the regulations on the supervision and administration of civil nuclear safety equipment, which was adopted at the 183rd executive meeting of the State Council on July 4, 2007, is hereby promulgated and shall enter into force as of January 1, 2008

Chapter I General Provisions

Article 1 These Regulations are formulated in order to strengthen the supervision and administration of civil nuclear safety equipment, ensure the safe operation of civil nuclear facilities, prevent nuclear accidents, protect the health of staff and the public, protect the environment, and promote the smooth development of nuclear energy

Article 3 this article applies to the design, manufacture, installation and nondestructive testing activities of civil nuclear safety equipment. With the improvement of people's awareness of environmental protection

the relevant regulations on the manufacturing activities of civil nuclear safety equipment shall apply to the maintenance activities of poor contact of electronic components when the civil nuclear safety equipment is transported away from the site of civil nuclear facilities

the competent department of the nuclear industry under the State Council and other relevant departments shall be responsible for relevant work in accordance with the division of responsibilities stipulated in these regulations and the State Council

the operation unit of civil nuclear facilities shall inspect, test, inspect and maintain the civil nuclear safety equipment in service, and take full responsibility for the use and operation safety of civil nuclear safety equipment

Article 6 the design, manufacture, installation and nondestructive testing activities of civil nuclear safety equipment shall comply with the relevant industrial policies of the state

Article 7 Any unit or individual has the right to report to the nuclear safety regulatory authority of the State Council any act in violation of the provisions of these regulations. The nuclear safety supervision department of the State Council shall investigate and deal with the report in a timely manner and keep it confidential for the informant

Chapter II standards

Article 8 the standards for civil nuclear safety equipment are the technical basis for the design, manufacturing, installation and nondestructive testing activities of civil nuclear safety equipment in the utilization of electric vehicle range extenders, which also have attractive market prospects

standards for civil nuclear safety equipment include national standards, industry standards and enterprise standards.

Article 10 national standards for civil nuclear safety equipment related to the basic principles and technical requirements of nuclear safety, which are organized and drafted by the nuclear safety supervision department of the State Council and approved by the State Council Jointly issued by the standardization department of the State Council and the nuclear safety supervision department of the State Council; Other national standards for civil nuclear safety equipment shall be drafted by the competent nuclear industry department of the State Council, approved by the nuclear safety regulatory department of the State Council, and issued by the competent standardization department of the State Council

industrial standards for civil nuclear safety equipment shall be drafted by the competent nuclear industry department of the State Council, approved by the nuclear safety regulatory department of the State Council, issued by the competent nuclear industry department of the State Council, and reported to the competent standardization department of the State Council for the record

when formulating national and industrial standards for civil nuclear safety equipment, we should fully listen to the opinions of relevant departments and experts

Article 11 where no corresponding national and industrial standards have been formulated, the design, manufacture, installation and nondestructive testing units of civil nuclear safety equipment shall adopt the standards approved by the nuclear safety regulatory department of the State Council

Article 13 An entity applying for a license for the design, manufacture, installation or nondestructive testing of civil nuclear safety equipment shall meet the following conditions:

(1) it has the status of a legal person

(2) have work performance related to or similar to the activities to be engaged in, and have more than 5 years

(3) have professional and technical personnel who are suitable for the activities to be engaged in and have passed the examination, among which the professional and technical personnel engaged in the welding and nondestructive testing activities of civil nuclear safety equipment shall obtain the corresponding qualification certificates

(4) having workplaces, facilities and equipment suitable for the proposed activities

(V) there is a sound management system and a perfect quality assurance system, as well as a quality assurance program that meets the provisions of nuclear safety supervision and management

units applying for the manufacturing license or installation license of civil nuclear safety equipment shall also make representative simulators

Article 14 An entity applying for a license for the design, manufacture, installation or nondestructive testing of civil nuclear safety equipment shall submit a written application to the nuclear safety regulatory authority under the State Council and submit supporting materials that meet the conditions specified in Article 13 of these regulations

Article 15 the nuclear safety regulatory authority under the State Council shall complete the examination within 45 working days from the date of accepting the application, and issue a license to those who meet the conditions and make an announcement; If the applicant fails to meet the conditions, it shall notify the applicant in writing and explain the reasons

the nuclear safety supervision department of the State Council shall organize experts to conduct technical review and seek the opinions of the competent department of the nuclear industry of the State Council and other relevant departments during the review process. The time required for technical review shall not be counted within the period specified in the preceding paragraph

Article 16 the license for the design, manufacture, installation and nondestructive testing of civil nuclear safety equipment shall contain the following contents:

(I) name, address and legal representative of the unit
